One performance and budget view for two district governments

Built a regional performance monitoring framework once, then deployed it in two districts with different sector structures and priorities: PERSADA in Madiun and HAMID RAUNG in Bondowoso.

Problem

  • Programme data sat across many agencies, each with its own indicator definitions, so the same figure could differ depending on who was asked.
  • Performance reports were assembled by hand ahead of meetings — repeated every cycle, consuming the time of people who should have been analysing rather than transcribing.
  • Budget realisation and programme progress lived in separate documents, although each is only meaningful read against the other.
  • Delayed programmes typically surfaced at year-end evaluation, by which point there was no time left to correct them.

Approach

  • Reconciled indicator definitions across agencies first, and flagged openly where sources could not be reconciled. This is the least visible and most decisive part of the work.
  • Connected the platform to sources the region already maintains — district statistics and the performance accountability system — rather than asking agencies to populate a new database.
  • Made one executive summary the entry point, with traversal down to sector, district, and work unit.
  • Put budget and transfer-fund realisation in the same frame as programme progress, so spend and result can be read side by side.
  • Applied the same framework to the second district, then fitted its sector structure to that region's priorities.

Outcome

  • Two platforms running and publicly reachable: PERSADA for Madiun and HAMID RAUNG for Bondowoso.
  • Questions about sector progress or budget absorption are answered from one view rather than through a chain of inter-agency data requests.
  • Programme status is flagged while work is in flight, so delays appear while there is still room to fix them.
  • The framework demonstrably transfers to another region without repeating the design and integration work from scratch.
