Figures are drawn from sources the region already maintains — the district statistics office and the existing performance accountability system — rather than a new database somebody has to populate again.

Built on the same framework as PERSADA, then fitted to a different sector structure and set of regional priorities. That is what the framework is for: the second region does not pay again for the design and integration work, and still gets indicator definitions that fit its own context.
